Re: Black Card Procedure

I am sure that many of you by now have seen extensive media coverage regarding widespread problems with coaches, parents and fans displaying out of control behavior at youth sporting events. The problems have ranged from verbal harassment to fist fights and even to deaths. Although we have not experienced problems to this degree in Manville, we have dealt with various cases of inappropriate behavior. Because of such behavior it has become very difficult to solicit umpires and referees to officiate games.
In an effort to be proactive, The Recreation Commission, has created a Black Card system that will address behavioral problems at Recreation Programs.
Please read below for an outline of this procedure and share this information with all of your family members and friends who attend Recreation Programs. The Recreation Commission encourages positive feedback during all of their programs. We are striving to foster a more positive environment for youth spectators of Manville and would appreciated your cooperation in this matter. Any questions may be addressed to the Director of Recreation or The Recreation Commission itself.
Black Card System: If a coach or spectator's behavior is considered unacceptable in the spirit of the game, a warning will be issued. If the behavior continues after the warning or occurs at another game or practice, a black card will be issued. Each coach or spectator will be allowed one black card. If a coach receives a second black card, he/she will be permanently suspended from coaching. A spectator who receives a second black card will be prohibited from attending practices or games for the remainder of the season and will be required to appear before the Recreation Commission before being allowed to attend practices or games in subsequent season. Game official, Recreation Commission Members, of Director of Recreation may issue warnings and black cards.
