Notice of Public Hearing

 June 23, 2025 at 7:00pm 

for Amendment of NJDEP Green Acres 

“Recreation and Open Space Inventory” (ROSI) 

re the “South Arlington Pump Station premises” 

Block 303, Lot 1

 (being that portion of Lot 1 referred to as additional Lots 10-15) 

located at the intersection of South Arlington Street and Lincoln Avenue, 

and also known as a portion of “Lincoln Avenue Park”

 

TAKE NOTICE that the Borough of Manville has filed a request with the New Jersey Department of Environmental Protection (NJDEP) proposing to Amend the Borough’s NJDEP Green Acres “Recreation and Open Space Inventory” (ROSI), as described below. Pursuant to N.J.A.C. 7:36-25.3(h), a Public Hearing to obtain public comment on this request will be held. 

 

(1) Name of the applicant, and date, time and location of the Public Hearing: 

Applicant:                          The Borough of Manville

Location:                            325 North Main Street 

Manville, N.J. 08835 

 

Date of Hearing:              June 23, 2025 at 7:00pm 

 

(2) General description of the ROSI amendment request: 

The South Arlington Pump Station premises were previously added to the NJDEP Green Acres Recreation and Open Space Inventory (ROSI) list; even though a sewer system pump station was already located on the property. 

 

Upon review of the circumstances: (1) NJDEP concurred in the Borough’s conclusion that the inclusion of the South Arlington Pump Station premises on the NJDEP Green Acres ROSI list appears to have been a mistake; (2) NJDEP has concluded that the inclusion of Block 303, Lot 1; old Block 303, Lots 1-15 in its entirety on the Borough’s ROSI “appears to meet the bona fide error standard for ROSI amendments at N.J.A.C. 7:36- 25.3(d)”; and (3) NJDEP has accordingly authorized the Borough to notice and schedule a Public Hearing June 23, 2025 at 7:00pm regarding the request for removal of the South Arlington Pump Station premises from the ROSI list. 


(3) Street address, block and lot, and size of the property that is the subject of the ROSI amendment request: 

Block 303, Lot 1 (the portion to be removed is that portion of Lot 1 referred to as Additional Lots 10-15) Located at the intersection of South Arlington St. and Lincoln Ave., and also known as a portion of “Lincoln Avenue Park”. The portion to be removed from the ROSI, known as Additional Lots 10-15, totals 0.344 Acres

 

(4) Information available: 

All information submitted by the Borough of Manville to the N.J. Department of Environmental Protection in support of the ROSI amendment request is available to the public for inspection at the Manville Borough Municipal Building at 325 North Main Street, Manville, NJ 08835 and at the Manville Public Library, 100 So. Tenth Ave., Manville, NJ 08835, upon request (phone 908-725-9478).

 

(5) Statement inviting participation, or written comments: 

All are invited to participate in the June 23, 2025 7:00pm Public Hearing on the ROSI Amendment request. 

In the alternative, written comments may be submitted to the Borough of Manville during a public comment period that will close on July 7, 2025 (two weeks after the hearing date. Any written comments may be submitted to:
